Dr.Tayfun Acarer: The entry of new technologies and services is closely linked to bringing new regulations and authorizations that play an important role in phases of public knowledge and globalization to life. Telecommunications Board is carrying out intense work in matters of regulating and authorizing auditing and umpiring which fall into its duties.
Year 2007 will be a year where, IP based voice services (VoIP) will in time have a negative impact on GSM and immobile services, with the enforcement of Transition Rights Provision in the sector which has started the privatization phase it will help to surpass being dependent on legally liable operator in matters of understructure, an effective competition in telecommunications sector will be enabled with regularization in Digital transportation, service for unknown numbers will be enriched, will cheapen and new services will emerge with Guidance Services Operating Authorization, with the authorization of Territorial Digital Platform Service Operating users will take more advantage of pluses rising from convergence of digital technologies, New Generation immobile and mobile networks, wideband wireless communications and telematic services will be talked about a lot and wideband services will vary and be widespread.
As it can be seen from the 2007 business plan of the Telecommunications Board, in the field of regularization; work will be carried in matters according to TTTE provisions such as updating of conformed national standards, determining order and principals of market observance laboratory work, determination of market auditing order and principals, technical regulations geared to telecommunication plants, updating the provision about processing personal information in telecommunication sector and to keep their confidentiality.
In field of authorizing, it is planned to actualize Authorization Works in matters re Wideband Wireless Communication Service Operating, Simulated Mobile Network Service Operating, Territorial Digital Platform Service Operating, Immobile Telecommunications Service Operating and IMT-2000/UMTS Service and Understructure.
According to digital transportation rule there are some work done which are necessary to be able to start the application. It is intended to start the application once the necessary preparations are made according to rule provisions.
World Radio communications Conference (WRC-07) will be held in Switzerland/Geneva this year between the dates of 22 October-16 November. Some very important decisions will be reached at this conference about the use of frequency spectrum. In accordance with these decisions taken us as the Board will need to update our National frequency Plan.
Our Board is also intensifying its work on auditing and umpiring. Market Auditing, Operator Auditing and Auditing of Electronic Certificate Services Suppliers (ECSS) work will also be carried out in year 2007.
Besides, in order to strengthen Turkey’s position in front of international and regional associations to which our country is members of, work there will be activities to enhance the existing relationships as well as work geared to dual and multi partied collaboration with countries that are members of these associations.
During the stage of assessing to EU it is aimed to maintain conformity to information acquired from the Union, to fulfill membership related National Program undertakings, to complete the negotiation stage rapidly and in conformity, to meet information demands both from within and outside the Association, to represent the Association within the EU associations and committees and take maximum advantage of EU funds and help with these works, to reflect the Board’s EU related activities with official documents and face to face meeting like platforms satisfactorily and correctly.
The preparation of transition strategies to new technologies will also be continued with in year 2007. In the frame preparing strategies for transition to new technologies success achieved in matters such as the spreading of wideband communication, transition to e-State, inter connectivity of telecommunication networks on national and international level and enabling them to be able to work together understructures set up with technologies like WIMAX (Mobil), WMAN, WRAN, Telematic, Mesh, RFID, Cognitive Radio, Emergency Communication Systems etc. play an important role. In this context, within the frame of collaboration of university and industry, it is aimed to carry out research conditions in order to be able to establish the understructure that will form the essence of mentioned networks and new generation Internet protocol IPv6 based software and hardware with domestic contribution share and to compose relevant strategy related to services to be offered over these networks.
